Should I replace the AC Blower Regulator first?

Should I replace the AC Blower Regulator first?

i've got a 2003 w211, the AC just dead today as no any wind blow from the AV, no matter i switched from auto to manual, hi and low wind back and forth, seems the blower motor is not moving at all... replaced the fuse (as easiest thing come first) but problem persist... with this symptom, should I replace the AC blower regulator first, or directly replacing the motor?

if I can get the right thing replaced first, i should able to save half of the time and money.. thank you all!

happened to mine a couple months ago. It was the a/c blower motor located under the glovebox. Replaced and everything works. Mileage 48k when this happened
