Xenon lights not calibrating at startup

W211 2007 model E280 CDI avantgarde European.
Bought a used w211. It has had its headlights changed said the seller. It has xenon and H7 for high beam. At startup I have noticed that the lights never recalibrate. What might be wrong? Both headlight motors faulty? Star diagnostic setup missing? The lights do not flicker...
The car is supposed to have ILS since it is in the settings cycle in dashboard.
Please advice....

2017 GLC43 'AMG'

My CPO E350 came with one headlight doing the start-up dance and one not doing it. The dealer fiddled with a laptop and got the dead one working. Now they both work great.
