Fluctuating RPM when cold and error code P2632

Fluctuating RPM when cold and error code P2632
My E220 CDi W211.006 from 2005 has a perfectly stable idle but surges/fluctuates +/-100rpm in a sinusoidal-like curve and a period of around 1 second when below normal operating temperature and trying to maintain constant velocity. Especially in the 1000-2000 rpm area.
The first few (two or three) gear-changes can be a bit jerky as well.
This ONLY happes when enginge has not yet been fully warmed up to >80 degree C - and mostly between 60degC and 80degC. When above this normal temperature everything is perfectly smooth.
Air intake to air filter housing has a small crack (before the air filter), but can't imaginge that this is causing any issues.
Yesterday we finally got an error code on the tester (sorry it's in Danish, but I have translated):
P2632
Ladetryksregulering
- Funktion fejler
(something like "Charge pressure regulation - function errs" in English, "Ladedruckregelung" in German.)
My indy is saying new turbo or turbo control unit, but the dealer I bought it from wants to take a look himself in a couple of days.
Any ideas for what this could be?

i had the same problem as you in my w203 c203.the rpm when the car was cold fluctuating +-100 rpm.after a lot of searching finally was the MAF mass air flow system.annd after changed it the problem had fixed
