hello I'm new to mbworld and i am really thankful to the people here that helped solve a lot of my problems through existing threads but i need help on this matter

i have a 2008 mercedes e-200K that comes with the original bi-xenon headlights and i want to replace the high beam from a yellow light to a xenon (or whatever HID,LED that works) i want my high beams when i use them to be able to look like a flash discharging and i want to be able to use the flash rapidly and instantly with no delays (like high beam on off on off) i can't figure out which kind of kit i need to get to be able to use that high beam white light flashing which looks like a strobe effect. and i also read that some kits have a delay to use the high beam and some of them you can't use the high beam which got me lost i need to use the high beam instantly and rapidly

i would be extremely thankful for your help if you can explain the following:

Which kind of Bulbs i need (HID,LED,..etc) and Watt 35W,55W,100W,..etc
Which kind of ballast i need
And if you can also please link me a kit that i can buy
my budget is around USD500 / 400 Euro / 300 GBP

HID won't work because of start up times. I have no experience with LED but heard many are not bright enough but that may have changed by now. They do make normal bulbs that match the color of hid bulbs better and would be instant.

Yeah plug and play as they are just normal bulbs that give off a different color
