Headlight Wiring Insulation Gone
The insulation on all three of the wires that run to my drivers-side low beam headlight bulb has basically rotted away, leaving the wires exposed.
What's the best way to fix it? There is so little slack and room to work.

Unfortunately a common characteristic. I just did mine recently and removed the headlamps to install HIDs and while doing that I used some felt tape and electrical tape to cover the exposed wires. Taking them out just makes it easier to work with.

Consider a double layer of electrical tape with nylon Tye-wraps at each end to prevent the tape from unraveling. It is a PITA to wrap but it beats replacing a melted wiring harness. Remember, slower is faster. Take your time. A few extra minutes wrapping it now saves you hours on the side of the road later.
Otherwise, spend the money on a new harness and in a few years re-post the same problem.
