Windsheild Cowl After Replacing Heat Valve

First off, big thank you for the DIY for the heater control valve. Got it fixed in about 3 hours. My problem is that the plastic cowl and rubber weatherstripping beneath the wiper blades (above the wiper assembly) either melted to the windshield or was glued (we replaced the windshield like 3 years ago). I had to cut through it with a utility knife.

I've been trying to find the part for the rubber weatherstrip or a new plastic cowl if I need to replace the whole thing. I'm assuming that this is a problem most dont encounter as I have not read anyone talking about it. I bought some rubber weatherstripping from Autozone as a temporary fix but I need a permanent solution (as quick as possible as its rainy season where I am in California). Any help is appreciated.
