Shifting when cold

I've noticed that there is a delay shifting out of first gear when I take the car out in the morning i.e. engine is cold. The engine will rev up to around 3000 rpm before it decides to shifts out of first... everything is normal after that. When I say "cold", I mean 60-65F (I'm in CA ). I thought I read something in the manual about the car not shifting until the catalytic converter is ready... is that what is going on? If so, what about in really cold weather... seems it would take a long time to get up to the right temperature.

Yes absolutely normal, what the car is trying to do is warm up the catalytic converters as fast as it can to reduce emissions.
