P2015 intake manifold runner

Hi, I replaced the flap actuator with a new one. The exchange went without dismantling the turbo, but the new actuator will not work - error p2015. What could be the reason? The new actuator is Pierburg. Engine om642.920 , w211 e280 cdi v6. SD codding?
