Bixenon will have both the inner halogens and the full xenons on high beam. The shutter covering the outside xenon lights will be flipped open allowing full illumination.
Inside halogens are still used together as they react more quickly.

The picture on the right is the active, curve following headlights. The picture on the left could be either halogens of regular bi-xenons.
