So, basically washer thingy goes out the bumper but doesnt spray any fluid, what could I do?

Sounds like something is clogged. You'll have to take the bumper off and remove the piece that moves in and out when washer is activated. Can you have someone activate washer while you stand over engine bay with hood open? You might see the fluid spraying else where.

The pump must be changed. They go bad when people neglect to use them.
