2007 W211 OM642 w/ Error Code 2592

2007 e320 Bluetec
2007 W211 OM642 - Code 2592 - Turbo Actuator
Getting error code 2592 with every engine start and actuator arm does not budge when the engine starts or revs.
1) the turbo spins freely, the actuator arm moves freely.
2) the actuator assembly looks OK - circuit board looks perfect (leads are not fried), actuator motor and gears are not stripped or jammed
I don't know how to confirm a bad actuator vs loss of signal to the actuator.
UPDATE: This turned out to be failed electronics in the turbo actuator, not the simple broken leads - ended up getting a remanufactured unit from a super helpful guy in Canada for like $100.
