Removing and replacing metal rivets

I would like to swap out the SBC mount/support in the car I'm restoring (its pretty rusted up). I haven't tried drilling these out (picture is of my parts car- really about the only thing I didn't remove), but I did try drilling out the rivets that hold the hooks that the rear seat belts connect to and those seemed made out of kryptonite (I gave up drilling those out)! IF I were to actually drill these out, what would I use to reinstall (cannot find any reference to these rivets)?

Found a reference! "Blind rivet". #110 in the following illustration:

I'll see if these will drill out w/o being a big pain: for this I'd be OK spending a bit more time on; for the seat belt hooks [6 each?] it wasn't worth the effort as I had no plan on what I'd do with them other than to have them for some other future project.

I use angle grinder or die grinder when stubborn rivets starts to spin on their holes. Carefully grinding just the center off, and then using drift punch to remove remaining part.

Heguli, thanks for the reply (and inspiration)! Without a doubt, grinding was the way to go. Quite a bit of work but this is why I bothered:
