Radio volume on start-up

Radio volume on start-up
* Before turning the car off I turn the radio volume to almost the point where you can't hear it. --Either using the volume knob in the middle of the dash or steering wheel controls-- When I get back into the car and start it the radio comes on to 1/3+ volume much much louder than where I left.
* Why does the volume go up after the car is turned off and how can this be adjusted it doesn't make much sense.
* Nothing in both manuals read cover to cover and NOTHING said about it, also tried seat preset controls might do it but nothing. (2011 W212 E350 pkg 1)

If you do not want the volume up high when you first start your car, then why not just turn off the radio when you get out and shut the car off and turn it back on when you start the car?

It behaves the same way in both my and my wife's cars (C300 & E350). It is rather annoying but I just gotten too used to automatically turning the volume down. I did notice that if you mute the radio before you turn the car off it will remain muted when you turn it back on. A quick and dirty fix ?
