Anything is negotiable, but there isn'y much you can do on the plans. The best the online places do is a $25 to $50 discount (depending on which plan you buy)

Yes. If you get the MB maintenance plan then all dealers will honor it.

If you are leasing, there can be a big discount on Mercedes maintenance by adding it as a "feature" on the car. It will then be residulalized just like any other feature. Don't know of a way to do this on a purchase though.
