I thought it was VIN locked from the start. But it makes sense. If you developed this, you wouldn't want people passing it around or some shop starting a service where they charge owners big money for the job while using the same device over and over again. Someone who's keen to save and even make some money should offer to become a US distributor for this. It's only a matter of time before all the tuning shops are selling these at double the price he's asking.
