So when the windows are lowered ~30%, when you press the switch to raise them what happens? I know you said they don't go up, but do you hear any noise? Does it sound like the motor is trying to raise them, or do you hear any "relay" type click? Or does is simply sounds like nothing is happening, as if you didn't even touch the switch?
Also are you pulling the window switch up a little or past the "click" and releasing as the former is "manual" and the latter is "auto". For the auto function to work the window needs to be normalized.
My first guess would be normalizing the windows... what procedure did you follow?

I would have to check again to listen for relay engagement, but when I press window up, they go up about an eighth inch and then go back down. If I lower the window 100%, then travel to anywhere below 30% and stop, I can still close them both. It is only if I stop them in that range from 0% open / close to 30% open while opening. The window acts normal if I go from close - full open - close or .... from close - anything more than 30% - close
I do not notice the sound of any relay engagement, but the issue is intermittent. Yesterday on the ride home was fine for the first 20 minutes, then it started again. When I attempt to put the window up, it moves up about an 1/8 inch then sends itself down. Do I need lubricate the inner / outer window seals? if so, what is a recommended?
Maybe disconnect the main battery for several minutes, reconnect and then do the window/ sunroof reset. Open and close and hold the button for 2-3 seconds. I’ve always used silicone spray directly in window felts for slow moving glass. It is non invasive and cleans up easily.
