Accelerator pedal mystery part (idle control)?

What is this yellow piece of cylindrical material? Idle control?
If It seems to control the idle and is removable, if this part gets worn out idle rpm goes down and making the car shake can a replacement be ordered with something that is bigger to bring up idling by x.50rpm to x.100 or more

probably there to keep pedal quiet when it is in idle position.
I know manufactures spend a lot of time/money to have quiet pedals so no squeaking nor spring noises.
IF you ever have had a noisy pedal you would understand as it can be quite annoying.
Idle would be adjusted by computer and calibrating pedal position so computer knows when it is supposed to be idling.
