If you don't mind spending $69 on a couple of pieces of plastic, here's a nice solution I found for installing the front plate between the bumper and the bottom of the front spoiler:
I also used toggle bolts, but I wanted to mount the bracket lower (I like seeing the paint below the upper grill, plus it puts the upper bolts into the lower grill area). I trimmed the bracket to fit.

I like that may i'll redo mine. Just too lazy to shave the upper to fit the contour of the bumper.

I found what seems to be a license plate holder in the trunk of the E300. It has multiple tabs on the back side that seems to match up with the openings located in the grill area under the front bumper. I can push the tabs through the holes and the holder fits the area nicely. However, it's not secured there unless there are some other mechanism exists to lock it in place.
Do you have the same license plate holder? If so, any comment?
I had success with some 3/16” (3 inch length) toggle bolts as well, just not those pictured above. That style wouldn’t fit the the grill holes. The bolts I got don’t have a hinge, but instead a thinner metal piece you rotate in place.
