I've just bought a 2017 W213 E220d 4matic. Was disappointed to realise that only the sat nav can be controlled via voice commands. Is there any way around this to make it operate the phone? Upgrades?

You should read the Comand Manual that came with the car. In my W212 (just one year older), I regularly use voice commands to search for music (by artist, or album, by track, by play list, etc.). I always use voice commands to initiate calls via Bluetooth to phone, even asking the system to "read out text " when I receive a text message. The female voice reads the message so I do not take my eyes off the road. The only thing it doesn't do is allow you to verbally enter a return message (while moving).
Entering destinations into Nav is the only challenge I have with voice commands. Otherwise, I've not found anything that voice commands couldn't do...

Use USB #2 for Android (or ACP). All is covered in the Comand manual.
Does Audio 20 have COMAND capabilities? They are different entertainment systems.
As I understand it, the Comand system software in my W212 is based on Audio 20 hardware. Curiously, in searching the owner's manual downloads available from MB-USA, they don't list a Comand Manual for the 2017 year E-Class (but all years prior and some non-E-Class after). Trying to be helpful here -- thinking of continuity between W212 and W213 -- but realizing I don't speak W213.
AFAIK Audio 20 used NTG5.2 for 2017. COMAND has always used NTG5.5. The nav that goes with Audio 20 is a Garmin unit. There are several other differences depending on the option code listed on the Data Card for the vehicle. There are perhaps 3 or 4 different Audio 20 models each with different capabilities.
