Quoting gas mileage as "13l/100km" is meaningless to those in the US. In the US, we quote gas mileage in terms of miles driven per gallon of gas or miles per gallon ("MPG"). For example, we regularly get around 34 MPG on our E400 4matic wagon on the highway. I don't know what that translates into in terms litres per 100km.

W213 e300 MY19 (Aus market)
In stop and go city traffic, 13l/100km is normal for me. (18mpg)
on urban freeways I tend to get 6.6l/100km (38mpg).
In 50,000km (31000 mi) since new, Mercedes Me shows avg speed of 8.7l/100km (27mpg) on mix of city and highways.
Caveat: most of my urban freeways have a speed limit of 80km/h (49.7mph) which maximises the benefits of the w213 coefficient of drag. I get 7l/100km when on 100km/h (60mph) freeways and 7.4l/100kmh on 110km/h (68mph) interstates.
fuel used has always been RON98 (AKI 93 for those in US).
tangent: I have not had any stored and current codes relating to mixture/misfires or knock in these 30k miles so I feel the fuel economy stats seem to support my view that the engine is functioning optimally.

On my 7 year old '18 E300 w/23,000 all city miles, I get between 21 and 22 mpg (11.2l/100m=km & 10.7l/100km) in stop and go traffic.
In my city speed limits are School = 15 mph, Residential = 25 mph, Other = 30 mph to 45 mph.
I can rarely go the speed limit or higher than 5th gear on the 9g automatic transmission.
