The description implies the software engineers needed to make some changes to prepare the EQS SUV for over the air updates. As if the system was not yet coded to accept robust OTA updates. This update may open the door to more very soon. Time will tell.

Normal, companies want to release updates to a small batch and make sure there are no bugs during the roll out, they can easily halt the release if it becomes an issue so not as many customers will be affected compared to if they release it to everyone all at once.
