On the technical side of wheel design, it has been tested many times that a flatter wheel cover is more aerodynamic then say an open 5 spoke wheel given the same tire size and tread. This recent Master's thesis explains it better than I can. https://publications.lib.chalmers.se...588/255588.pdf

However, diameter and width of the tires (and weight) will likely make some differences in the wheels' efficient department since 25% of the wheel accounts for aerodynamic drag in a typical passenger vehicle (quote from thesis above). I know that more than likely, my twin 5 spoke AMG 21" 275/45/21 will not be as efficient as an 245/55/18 with a wheel cover flushed with the tires. But in my opinion, the 21" look nicer; I get to see my brakes.
