I have asked this before but hopefully someone over there will respond. US cars have a concave mirror on drivers side and a convex on passenger side which has printed on it "objects are closer than they appear."

European mirrors have convex on both side and dotted vertical line on the outer third of the mirrors. What is the purpose of this dotted line?
