Ideally it'd be the wheel by itself as there are large variations among tire manufacturers given the same size. That said, as long as we know what tire brand/model/size you used for the total weight, then the net wheel weight can be sorted out. I looked everywhere for this information too and could not find it. Unsprung weight is something not too many people pay attention to.

my 13's 5 spokes were 32lbs.... spare is different spec. The forgestars 20x10.5 et 25 I put on were 24.8lbs and didn't need spacers ( saves 14lbs !)
