Removing a screw on the rear fender flare

I'm working on getting the new, wider fender flares installed on my G. I've run into an issue - one bolt connecting the rear fender flare to the bumper.

I simply cannot grab at it from any conceivable angle. The clearance makes it impossible to get a socket wrench in there, and it seems as if the bolt head is so low that I can't get a wrench or pair of pliers to hold it in...same goes for the nut underneath (on the inside of the bumper) - I've been at it for an hour and cannot figure out how to loosen it.

Also, big shout out to Magna Styer for making such an obnoxious engineering decision. Thanks guys!

Pictures attached: 1st picture is on the inside of the fender flare (where it meets the bumper) and the second is inside the rear bumper, looking upwards.

Maybe an angling racheting wrench ? for sure not a great design....
