Frame surface rust

One of my mufflers was wobbly so took a look and saw the previous owner had ground off the protective coating off part of the frame in order to weld on some threads, then mounted an aftermarket muffler using a generic exhaust mount. For now, I was able to find the exact replacement mount and reattach. But I'm more concerned that there is light surface rust on the frame where the coating was taken off. It does not come off by fingernail, but does come off with a wire brush. Would you guys go through the trouble of cleaning it up and doing a POR15 job on it, or do you think it'll last the 10 years or so I plan to keep the vehicle? I don't drive it in snow, sometimes rain, a little mud and dirt.
