front shock absorber position

front shock absorber position
w203-c 180k-saloon-2003.the front left of shock absorber position is lower about 1 cm than the front right .I change/replace with a pair of new shock absorber(originally Benz product) also a set of new tyres,but not solved this "different height" problem. I measure 1cm from spring-bowl to the top of tyre. When I driving in flat-road/highways the car always going to left. Any one can help this problem?
