Is Mexico, or at least its major cities, located on the 2014 Navigation Disk?

I have sent an email to MB Mexico but so far no reply. I also told them that in 2008 they had no discs for Mexico and that if I bought the new 2014 North America Update disk would it even work given no prior versions.
