Robinks

Turbo is working intermittantly, if I turn the car off and turn it back on the turbo starts working again. When it's not working I have to floor the car to get on the freeway. I replaced the air control actuator and it did not help. I am thinking this is an electrical problem. Does anyone have any insite on this?
