Oil offset, what exactly does this mean?

Hello all,
Just want to verify some information, which called oil offset
If I run Vin Decoder
https://www.datamb.com/vin/8vKkQA86qQaEyprWo

Code 06A OIL OFFSET AMOUNT +600 ML OIL

Does it mean I have to put
Numbers of L by the book and +/- offset amount?

In my case its 8L by the book and +600Ml by vin decoder.

Please educate me.
Thank you.
