"Total License and Fees" in the quote sheet? Any tips on purchasing new cars?

I just got an OTD quote from one of my local MB dealers for ordering a new AMG GT 43 4-door. In the price breakdown there is one called "Total License and Fees" for $1525.
I'm located in Seattle area in Washington. As far as I know there is no way for registration and title fees going all the way to over 1k. Can someone explain this fee please? Is there "fake" fees included here?
BTW, I'm a complete noob on buying cars in the States. It seems very different from buying a car in China where I'm originally from. I'm dying to know any tips in the purchasing process. Is there room to negotiate when ordering a specific model? How much of a room I have in this situation for example?
Price is often negotiable. It depends on a lot of factors, eg your negotiation skill (subjective) and the prevailing supply-and-demand situation (objective).
