It wouldn't matter if the vents were plugged. You need to remove the moisture from the interior of the vehicle to prevent condensation and/or fogging. Turning on recirculation elimates outside air entering via the vents. Recirc on, compressor on...plugged vents or not, the interior air will dehumidify.

That would be my assumption as well ....... unless there is something wrong with the vehicle. ]
