Keeping in mind I have a 2007 without the dual fogs, I'd say that might be something to ask the dealership. It seems wrong for two of the lights not to turn on, but there may be another switch position somewhere I'm unaware of with the duals.

Two of them are foglights and two of them are daytime running lights.
Not intended to be all on together it appears. And certainly not "necessary," which is how Mercedes builds cars.

Also its illegal to have more than 5 lights on the front of your car, so 2 headlights plus 4 foglights would be 6 lights and that is technically illegal. Don't ask me how I know this
