Nowhere near enough info in the original post to help. I mean this in a constructive way, so please don't take offense. But if you want people to help, you have to give them more info. Help us help you. So far, you have simply made a statement. The only possible answer I can think of based on the info given is vandalism. Or, the car has many, many miles on it and they bags are simply wearing out from normal use.
