“AD BLUE TANK MODULE is NOT COVERED by Mercedes Benz USA?

AD BLUE TANK MODULE is NOT COVERED by Mercedes Benz USA? error code P20BD
a) P203D “Reductant Level Sensor Circuit High” lit on 06/30/2016. Found out if I keep DEF tank full, P203D would disappeared. It is good idea to keep DEF tank full so I did not bother to take it for emission warranty service. This indicated the MODULE itself is partially defective at this time;
b) P20BD "Reluctant heater B control circuit / open” lit 3 times, 05/04/2018, 06/27/2018 and 06/27/2016 and this made me to believe the heater is totally defective and needs replacement under Federal and California emission warranties.
So I sent the truck to dealer to have it fixed but was told that “AD BLUE TANK MODULE is NOT COVERED by Mercedes Benz USA".
Here in California the temperature does not need the heater to work. So this is obviously a material or manufacturing quality issue. The heater and the level sensor are integrated and is an integral part of the emission system so this must be covered under the Federal and California emission warranties.
We do not need the heater to function, but the code itself causes the whole emission system to degrade and not function correctly.
Anyone who has a similar situation?

I have contacted Mercedes Benz USA yesterday on their website but have not received any reply.
I did received email from dealer today that want to charge $2,187 plus tax for the replacement of AD BLUE TANK MODULE.
I have checked around, the cost of the AD BLUE TANK MODULE is around $650.

Emissions items covered by mandatory emissions warranty are specified by government. They could be listed in your maintenance or warranty manual. In addition, there is a time limit to these warranties ... your vehicle is 8 years old. The items of course were covered by the initial 4-year bumper to bumper warranty.
