You could dry it out and seal where the moisture is entering but you will most likely need to remove the bumper. Unless you have factory HID lights, you might as well replace both headlights as the wiring is degrading and will short circuit soon.

Same here, the plastic outer layer of the wires flaked off. I've never seen this happening on an electric wire. I had to use liquid tape to insulate the wires.

Hey,don't know if you're interested, but I ended up replacing my lenses from one of those china lens places on ali express. I think all told was about $80 if you're on a budget. (I also had to buy butyl from Amazon). It's kind of a messy process, but in both cases, the bumper needs to come off. Honestly, that was way less work than I thought. I had the bumper off in 15 minutes. The lenses took almost 1 hour each with a heat gun...
