2.) I'd just watch a few vids on that type of repair on youtube and buy the materials needed from Amazon and do it yourself (most likely involves a heat gun and texture moulds, etc.).
3.) (quick n dirty) Colour matched silicone type adhesive (Home Depot) and sloop it on yourself, smooth with a wet finger, then once it starts to cure a bit (skin over), replicate the texture with a small sponge or similar and lightly dab the surface to add a light texture. Cut any strands of fabric or threads that are exposed first.
4.) Tell whoever uses that seat to stop just SLIDING out of the vehicle. Use the running boards if they're short!
