USAA discount
After talking with my dealer who informed me that USAA members would get a 3K discount on the new 2013GL, I called USAA and said that their website was not indicating that fact! As of today ..... USAA is now officially showing the 3K discount!

It is not shown on USAA website, but you will get the $3000 off.

2014 GL350 ordered
I'm ordering my GL350 soon but I noticed the incentives from USAA always expire at the end of the month so I'm not sure if they would apply since it takes months to get the car when ordering. I called USAA and they said they have no idea as MB sets the discounts and controls them. Anyone else order with a USAA discount?

Based on my past my experience with USAA discounts..... one in 2007 and the next in 2011......if it is $3K at the time you are ordering, it will not be less at the time of delivery ( it could be..... BUT, in my two cases it was not!)

I would try get a dealer to agree to $3k off MSRP if ordering even without USAA. The dealer I purchased my E from last year said he could do around $3k off MSRP on a GL350 order and another offered $2,500 on casual phone call.

The fact is simply this - for Mercedes USAA is the best/strongest national program.
Prior post is correct - any incentives are based on delivery date rather than order date - if you have it all to do over again - order for November/December delivery give you best incentives for the calendar year especially for models recently launched.
You are not in control of incentives for Jan/Spring - could very well go down - but I would say will not have a chance to go up at all until maybe May/June delivery.
Your other savings is having you dealer meet/beat USAA pre-approved finance rates - which overall give more dollar savings than than $1K either way on MSRP.
Please note some "dealers" will honor MBCCA discount stackable on top of USAA discount (you qualify if MBCCA member for 1 yr or more and have internet printed certificate in hand) most months this can be another $100-$1500 depending on season - which is one heck of a return on a $45-$60 annual membership cost - but forums don't like hearing about MBCAA since it requires planning...

Technically, you should be fine
Technically program discounts like USAA are based on delivery date - so you should be OK.
About the 3rd day of production your GL will be assigned a VIN# - at that point your dealer can look into the system and see that.
Based on the estimated production date - call your dealer and followup till they see that VIN#.
Once your dealer confirms they see the VIN# - then I recommend you print out your USAA certificate - then bring it in to the dealer and hash out your final USAA price for that vehicle.
No sense working out the USAA discount until you have confirmation the GL is in production with VIN#.
Keep the beat !

I ordered my car with USAA Discount. As stated the actual discount will not be known until delivery, but I did contact USAA and they advised that the discounst usually improve as the MY goes out, so the longer you wait the better the deal.
My discount was $3,000 minimum and with options it came out to $3,600.
Again, not great but not bad for no haggle deal.
p.s. USAA will also lower the interest rate 0.25% if you buy through them. i got 2.25% less 0.25%, so 2.0%.

Knowing "when" is almost impossible because the discounts are a contractual "deal" worked out by MB........ leaking any info about "when or if" would not be in their marketing plan i am fairly certain.

USAA "discount" is calulated between USAA and MB at the 1st working day each month - based on a confidential formula calculation - with a overall benchmarks to include the MSRP of the vehicle - dealer margin in dollars on that vehicle - and projected unsold inventory in units and dollars for those following 30 days..
