Tach increases upon braking

I’ve recently noticed that upon slowing down to a stop light, as the engine down shifts, my tach increases about 400-500 rpm, when on the brake pedal. It became a little disconcerting and I do not remember this happening up until a month ago.
I have had the local dealership run the software and test drive and they say all is normal.
Part of the problem may be, is I am driving a new Electric Bolt and perhaps the driving characteristics of this car accentuate the differences in a diesel.
Would diesel owners confirm with me, this is normal...

When a drivetrain that has a transmission with gears down shifts under any conditions, even deceleration while braking, typically the engine speeds up when the lower gear engages. That's sort of the point of a transmission with gears, keeping the engine in its most efficient operating range, and engine speed relative to vehicle speed varies according to what gear is selected.
In contrast, your new Chevy Bolt, like many electric vehicles, has a single speed transmission. No gear changes, and the speed of the electric motor that powers it would thus seem to be more directly proportional to the vehicle speed, as well as being very linear compared to the normal stepped changes about which you are now being reminded by hopping in and out of two different styles of drive trains.
