Question Electrical Problem HELP !

I have a 2019 GLC300 4Matic and I installed an illuminated star recently. I used a fuse tap into an empty fuse slot only activated with the ignition in the on position, so the star is lit when the engine is running. Here's the problem:
I have two fuses that are now inactivated as tested by a test light, and confirmed with a multimeter. The fuses are not blown but good, and they are #115 (horn) and #111(starter). All the relays are fine tested with the multimeter for "clicking" sound and also resistance. Here's the kicker, everything on the car operates normally (horn , starter,etc), except the economy button, which I like, because I turn it off when I drive anyway, I can't stand the engine stop/start every time I stop for a red light. There are no codes or error messages . Question : how can the horn and starter work without fuse conductivity, and will this harm anything if I drive it like this. One more note, the green eco button lights up when I turn the ignition on but quickly goes out when I hit the starter ???? Thanks in advance for any help provided

There must be power through the fuse when you are pressing the horn button or the starter button. They aren't continuously powered, only when switched.

Electrical Problem HELP!

Thanks to all who replied, I took it to a mercedes mechanic and he confirmed what Camaroguy72 said, those fuses only activate when the horn and starter are used.
