Rain sensor

So I finally replaced my cracked windshield at dealer two days ago. It rained today and I noticed a sluggish and slow response for wipers. That was not the case before they replaced the glass. I looked at the sensor and I noticed this (see pic). What is that?

I’m definitely not positive but I’d say it might be adhesive used to affix the module to the windshield.
If that’s what it is, the installer may have done a poor job of applying it evenly.
Is the module slightly loose if you try to “wiggle” it?

tried that even resetting the sensor. It’s just slow to respond to rain. I think it’s adhesive blocking sensor. It’s going back to dealer this Friday. They need to fix that.
