Winter tire speed limit
Where did you see that? Likely not a typical issue in the US. Lowest rating you are likely to have is "S" (e.g. Blizzak DM-V2) which is 112 mph; car is limited to 130, so you could potentially exceed it's rating, but you'd have to be really trying (and stupid).
