Correct, they are not recommended to be placed in the garage, but near the garage. I've read car exhaust fouls the sensors in them as well, so they become ineffective. The sensors are fragile and degrade, which is why they have to be replaced every few years.

Oh, that explains why no one (no new home builder) and the builder code doesn't mandate these detectors in the garage.
