Yes/No. When I took deliery of a GLE450e at the dealership, It started out in elec but a mile or less later the engine came on, I looked at the charge and it was zero. They didn't charge the battery up before delivery. I'd bet money if you let one go to zero and shut it off, then restarted it, the car would restart in elect mode.............for a little while while driving, but not very much, Been there, done that.
I don't think you can rig it to start any other way than in Elect Mode. Pretty sure/positive.
