Do I need to change both rotor and brake as well? Only the driver has this rust all other three sides are fine.

I would say this is entirely normal as it depends on exposure and zero effect on the braking surface. i base all my rotor/brake replacements based on wear only

Rust is normal but the rotor looks extremely worn.

The rotor is not worn as it doesn't even have lips developing, but something scratched the surface. Circular groves should not affect performance, but either the pads have hard chunks, or the brakes were operating with sand on them.
Sine you already order new parts, that will give you clean start, but keep an aye on it as such wear at low mileage is not normal.

The Powerstop rotors from Rock Auto have shown to be much more rust resistant that the stock brakes. I've been very happy with the rear brakes done a while ago and before winter will do the front brakes with their tow-rated drilled and slotted rotors. The rear brakes were $177 complete and the front with the premium pads was $240 complete.
