I just got '21 GLE 63S and can't believe speed limit display is an option - friends '16 Range Rover has it a standard feature.
So with that being said is this something a dealer can help with as it might be just activated via software update?
I'm not familiar with the Range Rover options, but Google says the camera based traffic sign recognition is not standard there, either. It's part of the optional Vision Assist Package. The standard speed limit displays are usually the dumb ones like what Google Maps has where it only displays the speed limit from the map data, which may not be the same speed limit as is posted on a particular road, so the proper ones use front facing cameras to recognize the actual speed limit signs and combine it with map data to make sure it displays the correct one and not the one from a frontage road for example while you are driving on the highway. Even so, they still occasionally display the wrong speed limit, and if you have the option enabled to allow DISTRONIC to automatically adopt the current speed limit the car may suddenly slow down to 25 mph on the Interstate as some people have experienced. It can't be coded w/o the driver assistance package as far as I know as the latter adds better front facing cameras, but I could be wrong. A dealership will definitely not do it. You'll have to contact one of the remote coders such as BenzNinja.

But good news it looks like it can be done:
Yes, you can get TSA (Traffic Sign Assist) working by remote coding in most of the countries. To code this TSA, you need buy a coding tool (OpenPort 2.0, $30-40). Or other tools. And a windows laptop (borrow or buy a $99 one in Walmart, if you don’t have one). and fast internet.
Expensive tool, which is not necessary like c4 or c6 for a quick coding job.

It was included on my 21 GLE63S SUV as either part of one of options either the Drivers Assistance Package Plus or maybe the AR navigation or maybe the HUD. I do not see where it listed in the brochure under which option though. Not sure I would miss it of it wasn't there as the camera does not always see the signs or interpret them correctly. I logged into my Mercedes Me app and do not see where that is a feature as an available option under the subscriptions offered on mine. As such I would assume if the vehicle was not ordered with the option package that included TSA it may be unavailable unless the coder can enable that function contingent upon what hardware was installed when built (which Elebest mentioned that it is).
I would suggest checking the VIN and look at the build sheet configuration so that one can confirm what may be turned off or not functioning. There are many options on these vehicles so finding the one used that checks all the boxes one desires can be daunting. I have seen many 53/63's without the HUD and many without the rear climate control but I would think the drivers assistance package is a popular option on the 53/63
