I don't know how it got there but it's pretty deep. It's actually not that big though but the black metal is showing. I'm thinking of going to the body shop to fix it but will presume it will cost an arm and a leg. If I buy touch up paint, will that suffice? Or because it's so deep, I have to put on primer, etc?

Took it to my body shop and they touched it up for free. Colour matches but doesn't look perfect (ie. slight bubbles). Way better than before though.

It's a "vinyl/plastic" bumper cover underneath - so it won't "rust" - if you have the non-metallic white color easy to touch up to make less noticeable.

As previously noted, it's a plastic part so rust is a non-issue.

Touch-up paint will do the job just fine...

Hell, I once had a white car that got dinged worse than that and I touched it up with White-Out (the stuff for typos on paper) and it looked just fine...
