I noticed today that at idle, when i give the car gas, the rpms will go up then it would take extra long to come back down. It would only happen once or twice, then the rpms would rise and fall normally. It seems almost random. I can do it 5 times in a row and get normal rise and fall then on the 6th it would rise and return slowly again. I recently changed the air pump check valves. Could that be related?

The check valves control the vacuum, do they not? Is it possible you perhaps installed one backwards?
