New Brake Pads
I am trying to tighten my emergency brake pads on rear left (driver side) and the drum spins freely. I push down foot and it still spins. When I turn toothed cylinder I am rotating it to the back to tighten. However it stopped turning but drum still turns freely. I spun toothed cylinder towards the front of car and it appears to get looser. Do I need new E/pads? Am I spinning cylinder right way? Thoughts?

You will need to take the brake caliper off so that you can remove the rotor to get a look at the parking brake shoes. Once you have the rotor off, check to make sure that the parking brake components are not corroded and possibly seized. If the parts are in good condition and the parking shoes have brake material remaining, turn the adjusting wheel to see which way expands the assembly. Reinstall the rotor and caliper then adjust the wheel so that until the rotor no longer turns then back it off a bit so that the rotor turns freely. Once complete, press the parking brake pedal fully down and see if the rotor turns. If it still turns freely, then you have a problem with the cable.
