2003 foglight refitting

2003 foglight refitting
Just had my MY03 ml for a few weeks and last night as I was washing the car the front passenger foglight dropped out of the bumper.
I looked in the manual and it just says push it back in, but there are two hooks on the back of the foglight assembly that it seems should hook around inside the bumper. But I cant get the foglight to latch back into the bumper.
Can anyone offer any advise, it seems so simple but I just cant figure it out?
